The National Police of Ukraine works with mission-critical information systems daily. To ensure uninterrupted operations, secure access to internal resources is essential.
With this goal in mind, the organization implemented the Hideez solution for two-factor authentication of VPN connections. This case demonstrates how modern authentication tools operate in a real-world environment with heightened cybersecurity and scalability requirements.
Organization profile
The National Police of Ukraine is one of the key public authorities responsible for public safety and law enforcement across the country. In their daily work, police units rely on an extensive IT infrastructure, including the Unified Integrated Video Surveillance and Video Analytics System, access to which is provided via secure VPN connections.
Challenges
Operating the National Police of Ukraine’s mission-critical information systems requires continuous remote access for employees to internal resources via VPN. As basic authentication was no longer sufficient, the organization needed to strengthen access control while maintaining operational stability and compliance with strict internal security policies.
The IT environment itself introduced additional complexity: diverse workstation configurations, the use of third-party cybersecurity solutions, and increased software compatibility requirements. All of these factors had to be considered when implementing two-factor authentication for VPN connections.
A separate challenge was ensuring stable operation in an environment with strict software control requirements, where any new tool must comply with rigorous security and compatibility standards.
Solution selection
Hideez Authenticator was chosen as a two-factor authentication tool that provides an additional layer of protection without significantly complicating user workflows. The solution enables VPN connection verification using one-time tokens and strictly limits access to IT services to users registered in the Hideez server infrastructure who have been granted the appropriate permissions.
Implementation
The implementation of Hideez Authenticator was carried out within the National Police of Ukraine's existing IT infrastructure through our partner CyberLab. The solution was integrated with FortiClient VPN and used as a two-factor authentication mechanism with access confirmation via one-time tokens.
During deployment, particular attention was paid to user access control. Access to IT services became available exclusively to employees registered in the Hideez server infrastructure and assigned the appropriate rights. This approach eliminated the risk of credential sharing with third parties and significantly increased the security level of VPN connections.

Results
The implementation of Hideez Authenticator enabled the National Police of Ukraine to significantly strengthen access control to critical information resources without disrupting the stability of daily operations.
A centralized access management approach ensured clear separation of user privileges and prevented credential sharing with unauthorized parties. Practical experience operating the solution in a real, large-scale environment confirmed Hideez’s effectiveness as a two-factor authentication tool for public sector organizations.
